Pardon my ignorance, but i don’t see how redrawing the poverty line will help make things better.

According to Global Issues, Poverty Facts and Stats (http://www.globalissues.org/article/26/poverty-facts-and-stats), about 80% of the world still live in poverty. And yes, due to income disparities, 40% of the world’s poorest only 5% of the global income. And after some research and evaluation, Asia Development Bank has raised the minimum poverty line to $1.35, so as to include more people into their aid for those at the bottom of the poverty scale. But the problem is, are they wasting time and resources drawing new lines again, where all these effort could be put to better use by providing aid to those who need it. And according to ABD’s research, there are already so many impoverished people (lazy to quote figures LOL). So why are they still wasting time on research?
